According to the Washington Times article, the SS knew there was going to be trouble with the Chilean police:

The article explains that the Secret Service had been disagreeing all day with the Chilean security over whether Bush could have an agent follow him through the door. Apparently the Chilean security was intending to show that this was its turf, and not allow the SS agent through. Bush decided otherwise.

A second SS agent who was close behind was pushed into a wall in a near headlock, and remained outside.
