Here were two Chileans on one Secret Service agent which makes this all look pretty bad.
I'm not clear who is the USSS in that picture. (I know the caption says the guy in the center - with the yellow lanyard for the credentials is the USSS agent.)
In this series The top photo and the final photo identify someone else...the guy with the silver/blue-gray tie and the dark lanyard as the USSS agent.
Somewhere, someone is mislabeled.
