Makes no sense in the context of the sentence (mother - teen) or the story (mother-child mass of tissue). If that is the reporter's meaning, he is the idiot.

I makes sense, it's just worded somewhat poorly. There are three sets of parents here... the teens, the teen-females parents, and the teen-males parents.
The teen-male had the permission of the teen-female to wollop her with a bat. He did no have his moms, or her moms, permission to do so. And it woudln't matter anyway... while teen-female can give legal permission to teen-male to beat the crap out of her, teen-females-mom cannot give that permission, anymore than I can give permission to let someone beat the crap out of *you*.
All in all, though, this is pretty messed up. Straight to Springer with these nuts....
