More likely he's doing it for domestic reasons. Patriotic Russians like to have something to cheer about from time to time. Seems strange that they would waste the money on something like that, but hey, politicians are specialists at wasting money.

The defense missile system that we have is not designed to fight the Russians nuclear missiles but rather rogue nations missile like North Korea for example.

The Russian do not need such an advanced missile to overwhelm our current defense missile system because they can send thousands of missiles including many decoys, and our system cannot handle it.

The glide vehicle concept travelling at hypersonic speeds is designed to defeat anti-ballistic missile defences.

Would this be able to defeat actual ABMs as well?
