It appears that is exactly what is happening.
Plus the use of fake scares, way too many to be all from the local nuts.
This gets us all bored with the fake reports and asleep when the real threat comes.

It's becoming evident that the isolated incidents are not only being perpetrated as a slow drain on our resources, but as a rehearsal for a coordinated assault on every resource that we have at once: waterways, firefighting, highways, economy...
I wonder if it's time for the Federal government to begin decentralizing some of its emergency response efforts, or at least to create a plan for a forced decentralization.
Hmmm, that does seem to be what's happening...
