The classic Hulk theoretically had no limit to his strength - the angrier he got, the stronger he got, and since there was no limit to his anger, there was no limit to his strength.
Classic Hulk vs Superman is a tough riddle, no question - Superman would outwit the Hulk, no question, but in theory, as strong as Superman is, the Hulk is potentially stronger.
Superman's strength varied dramatically from comic to comic. In some comics, he could move a planet. In others, he struggled to pick up objects that weighed several tons. He shouldn't have ever lost a fight because of his super speed. I mean, if you can move faster than the speed of light, how does anyone beat you? One thing I noticed was that Superman get whacked by people, and I'm sitting there thinking, "Dude, you can move faster than the speed of light! Why don't you just grab him before he fires his kryptonite gun, or melt it with your Xray vision before you get close enough to have it affect you?"
Of course, the big problem was really that the Hulk was a Marvel character, while Superman was DC. Corporately, neither company would allow their character to lose a fight to a character from a competing company.
As a side note to this, when Disney made Who Framed Roger Rabbit, they had to sign contractual agreements with Warner Brothers so that Daffy and Bugs would have the exact same amount of screen time as Donald and Mickey. Also, neither character could appear to have beaten the other.
