NEP wasn't a deception, as radical and evil as Lenin was, he was mellowing out in his later years as reality of running an empire he helped ruin sunk in. Problem is, he lost a lot of support with NEP and after his first heart attack became figure head. Stalin, whom Lenin hated, was much more radical and evil then even that mummified spawn of Satan.
