What's most interesting about the Oliphant cartoon is that it makes absolutely no political commentary whatsoever. This exact cartoon could be run about any presidential appointee for any cabinet position. As to the dorky little penguin in the bottom, which is Oliphant's trademark (as opposed to something like talent), all he's saying is he didn't vote for Bush.
I find this cartoon to be hysterically funny, as it's the Washington Post equivalent of a kid spray painting "teacher stinks" on the side of the gym.
Yes, and the other little figure is supposed to be Uncle Sam and he is there to say America didn't vote for Bush.
