Carlo LoParo, spokesman for Secretary of State Kenneth Blackwell, said the actual cost to county election boards combined will be about $1.5 million.

So who is going to be charged for this cost especially considering that it is nothing more than a publicity stunt?

Looks to me, from the article, like the individual counties will have to absorb the cost.

Not the state, but the counties!

If it was up to me, the people footing the bill would include every single person working for the Democratic National Committee.

Unfortunately, I don't see that happening.
