Separate positions, separately elected. We've had Democrats in the Lt. Gov with Republicans in the Gov seat before, though it's generally rare. The Lt. Governor position can be a powerful one, if handled by an extreme rump head.. The laws in the state give the Lt. Gov full powers whenever the Gov is out of the state. A strong Lt. Gov could do some real damage while the Gov was, oh, say at a party convention or at an inauguration.

Now I remember. Pat Brown was a Democrat and Lt. Gov. Mike Kurb was a Republican who would not let Brown travel out of state without worrying about it.
