He is using it to cover something worse.

However, McGreedy's sexuality has been the butt of many a joke since his days as Mayor of Woodbridge. Now that he's sucked it up, and given the stick to another man let's see if he's really gotten over the hump and wonder if he will ever return to thrust himself fully into the taut, firm and unforgiving body politic.

Yes, I think he's definitely gay. But you're right that he's using it to divert attention from the pay-to-play scandals, especially the Machiavelli tapes. I think US Attorney Christie would've indicted him eventually, so he played up the "Gay American" angle to the media circus thereby immunizing him from actual legal consequences. After all, no aspiring politico like Christie would want to wade indict a media martyr like Dandy Jim. Although, considering what I see on Oz, the Guv'nr might have enjoyed life behind bars.
