Absolutely. It was needed at the time. Especially in the South, but now that we're long past it, it's time to move towards a meritocracy.
The aim should be a meritocracy. I don't think it will be perfect because nothing is perfect in life. Considering the past history, I think progress towards that has been pretty fast.
