There's no reason to believe they would not have done so already if they had them. And there's no reason to believe that the first terror nuke will go off anywhere other than Tel Aviv.

If their intent is killing the maximum number of Jews, wouldn't a terrorist with a nuke want to detonate one at noon in midtown Manhattan?
I suspect though that if they have a weapon their thinking up to the election was how would Kerry respond, but now they have to know how GWB would respond, and because of him I would not want to be within the effective radius of a US nuke in any Islamic nation. I think their chances of being dealt a fatal reprisal is quite good, fortunately.

The Michael Medved Show, a current outlook from Iran has been mentioned.
The imams seem to think that history will take one of two courses:
some Muslims will nuke Jerusalem, thereby invalidating the claims of Judaism and
Chrisitanity
OR
The "Christian" West and/or Israel will nuke Mecca/Medina, putting
Islam on the scrapheap of history (and the Muslims will convert to Judeo-Christian culture.
Sounds extreme to me...but so does a lot of Islamic "thought".

there's plenty of reason to believe it would go off here first...tel aviv is on 24 hour lockdown...a muslim with a envelope can't go anywhere without being followed, if he can even get in...no chance of getting a truck loaded with a nuke in there.
our border is so ridiculously unguarded and our interstates so vast they could move around at will. besides, israel is nothing without us and if we got nuked, they'd expect us to give them what they want and stop supporting them.

You did read about the arrest of the terrorist just last week coming into El Paso --- was going to meet some "Khalib" at the El Paso airport. Why two terrorists would be planning to meet at an airport right on the border should be alarming.
