Deputy Chief Resigns From CIA Agency Is Said to Be in Turmoil Under New Director Goss.
The deputy director of the CIA resigned yesterday after a series of confrontations over the past week between senior operations officials and CIA Director Porter J. Goss's new chief of staff that have left the agency in turmoil, according to several current and former CIA officials.
John E. McLaughlin, a 32-year CIA veteran who was acting director for two months this summer until Goss took over, resigned after warning Goss that his top aide, former Capitol Hill staff member Patrick Murray, was treating senior officials disrespectfully and risked widespread resignations, the officials said.

You assume that Goss's mission is to make the CIA more effective. It might be to neutralize the CIA's political threat to the Bush administration, i.e., conduct a purge.

My understanding is that the objective here is to neutralize the CIA's ability to cause political problems for the Bush administration. Effective intelligence is at most a tertiary objective. Right now they are getting rid of enemies and anyone standing next to their enemies. Only when the purge is completed will they start to think about the CIA's nominal mission.

My computer illiteracy stopped me from doing it.
I can see I was correct in Bush having installed Porter Goss was a very good thing. I know the CIA despise Bush. I hope a lot more pro-clinton employees quit.

It doesn't matter. When a purge is underway, and one is, anyone who is not a Bush administration loyalist will be deemed at least a potential threat. I called this one more than a year ago after the Wilson/Plame affair. Bush won re-election and the purge is going down now.
Note that I said anyone standing next to Bush administration enemies in the CIA is a target. So are those who defend the existing system. The CIA as it exists is an active political enemy of the Bush administration. Anyone who tries to defend it automatically takes the field against the Bush administration. Tough for them.
This should have been done after 9/11.
The CIA has no friends in this one. I just hope the same happens to State.
