Wisconsin is unlikely. The Wisconsin State Elections Board does not release any numbers until they're official on 12/1, but the AP reported a Kerry lead of just under 12,000 as of 11/4, with roughly 3,000,000 votes cast.

New Hampshire is next to impossible; Kerry's lead was just under 10,000 according to the New Hampshire Elections Division as of 11/8, with under 700,000 votes cast.

BTW, today is the last day that overseas absentee ballots postmarked no later than 11/2 can arrive back and be counted.

Take into account the fact that the media is "credited" with swinging 5%-15% of the Kerry vote. These "convertibles" could have voted for President Bush. So the percentage may actually be closer to 57% - 67%. No THERE'S a mandate....

From the link in Post #2 (http://news.yahoo.com/electionresults), the table showing each state's percentage for the candidates and their Electoral Votes was imported into a spreadsheet.

Then based on the popular vote % in each state, a portion of the EV's for each candidate was calculated (e.g. 63% x 9 = 5.7 EV for Bush in Alabama), and then the state totals summed up to get the overall result.

Many people have proposed that each congressional district's vote determine one of the EV's for the state it's in, with the 2 EV's corresponding to the state's senators being apportioned according to that state's overall popular vote. I'd like to see an analysis on that basis.

Here in the Chicago area, many of the congressional districts around Chicago are shaped like pie pieces, with a chunk of the district in Chicago and the rest in the suburbs, each set up to get a Democratic majority (hey, they had the votes to get the map approved ...). They are (with a couple of notable exceptions) reasonably compact; they're just well engineered, instead of making districts that are wholly suburban and wholly urban.

Kerry's totals are higher as well. The percentages, which is what's more important when you're talking "mandate", haven't changed.
