This is simply legal maneuvering designed to box Gordon Bonnyman and the Tennessee Justice Center in a corner and force withdrawal of the various consent decrees that block Bredesen's reform efforts. I look for TJC to concede and TennCare to continue in some revised form. Bredesen is still a DEMOCRAT no matter how practical and.or pragmatic he may seem.
