We were just talking about Olsen as a new SC Justice. I do believe you are correct and the Chief Justice has to be picked from existing SC justices. It may even go by seniority but don't quote me.

Not when Eisenhower put Earl Warren up as Chief Justice (as his reward for delivering Ike the nomination in '52, with Dick Nixon the go-between getting the VP slot).

Of course Ike said later on that he regretted it, but that may have just been a lot of squid ink. He could obfuscate with the best of them.
