I am playing devils advocate just to see if the New York Times is really that dumb (I am sure they are). Thinking about it, is he trying to say that if the crime rate is dropping, less crimes are being committed, so there should be less criminals being arrested? This is the only time I will ever try to make sense of a liberal's comments.
