No one forced Bush to sign it. He gambled on the SCOTUS, held his nose and signed the bill. The SCOTUS then upheld it, and a critical blow was dealt to the First Amendment...and it did nothing to stop what it was supposed to stop. This was one of the first of many things Bush did to lose my vote.
