NPR hasn't received direct federal funding for several years (see
this); however, it does receive some indirect federal money through other organizations that are directly funded. These days, it's mostly supported by private donations, corporate sponsorship, and a few program grants.

A lot of the money comes from state funded local affiliates, though. Nebraska Public Radio, for example, pays NPR for programming, and in turn is subsidized by the State of Nebraska.
Lobbying at the state level might be effective.
