Bush won by more in Houston than Kerry did in Pittsburgh, so that ain't it. And it isn't really proportional margin, or you'd see gigantic cities all over the map.

Harris County (Houston) had a margin of 108k.

Hamilton County (Cincy) had a margin of 25k.

And the map shows Harris 4 times as tall as Hamilton (note that the counties outside of Cincy show a greater margin.)
