Here's why I am suspicious of this: He asks for money and gives neither a phone number nor an address. He fails to mention Lugar or Keyes. He seems to concede his election right off.

It may be correct, all the dates and names check out (although Snowe was just elected to the Senate, kind of strange to name her). But you have no more evidence than Dan Rather, and I don't feel like getting burned. It does sound like Senator Scottish Law, though.
