I'm doing some independent reaserch. Haven't fount this letter yet, but it appears to be in harmony with Specter's stated position at the time:

Specter, certainaly at the time, was working to disempower the religious right (whatever that is), in particular as "led" by Pat Robertson and Jerry Falwell. I'm sure he has no desire to hide that fact.
