After the tens of billions of dollars the US has spent on reconstruction there, Europe passes the hat and comes up with 15 million ...and will no doubt demand a place at the table because of their generosity. Is this the first aid package from there, or have there been others?

I think some Euro countries may have forgiven some of Iraq's old debt though.
