Bill Clinton got 43% in 1992 and 49% in 1996. Not what I'd call a mandate. After the close outcome in 2000, I'd say a president who gets elected with a majority of the popular vote for the first time in 16 and sees his party increase their majorities in both houses of Congress, is a president with a mandate from the people. And George W.Bush isn't gonna sit on his hands for the next 4 years either.
