Your first point is right on. The most significant flaw of W's presidency is his weak communication ability. When he fails to effectively articulate an issue, he begins to fall back to a more "moderate" position and tries to stake out a bi-partison approach. Educational choice and perscription drug benefits were great examples of this.
Your other point is dead wrong. The celebration is far from over, and won't be until after the inauguration!
