It's really not. Anyone can manufacture all the funny money they want to in the privacy of their own basements and never pass any of it along, and still go to jail for a long time for their 'art hobby.'

Why would someone manufacture "funny money" unless it was for the intent of "purchasing" something with funds they did not earn & were not legal? For framing? :)
