Few people have had electoral success like Paul Fosse. Yes, he filed to run for his local city council. Then, when the mayor moved out of town, he won that job by council appointment.
Since then, he's been reelected every two years -- nine times, 18 years -- as mayor of Rothsay in northwestern Minnesota without ever filing for office. And, he said, he's never campaigned for the job.
