BERKELEY – Gov. Arnold Schwarzenegger today (Thursday, Nov. 4) announced the appointment of Tom Campbell, dean of the University of California, Berkeley's Haas School of Business, as the new director of the California Department of Finance.

Campbell, an economist and lawyer who served five terms as a Republican congressman representing the Silicon Valley and also served as a California state senator, will take a leave of absence from his university post and is expected to begin his new job Dec 1.

"Tom is a brilliant economist with intricate, first-hand knowledge of public and fiscal policy who shares my commitment to getting California's fiscal house in order," said Schwarzenegger in a prepared statement. "He is a tremendous addition to my team, and will be an invaluable advocate working to streamline government, balance the books and create a vibrant economic climate in the State."

Campbell said he was honored to accept the position and saw it as an exceptional opportunity to help the state, especially in the area of job growth.

"I am deeply grateful to the governor for having reached out to the University of California, Berkeley, and to me personally, with this opportunity to serve," said Campbell. "I am tremendously impressed with the improved optimism in our state and its climate for increased employment, for which Governor Schwarzenegger deserves a great deal of credit."

Campbell said the state's finances have taken a positive turn, "but there is still much to be done, especially in the next 18 months when the next two budgets will be prepared and presented to the legislature. Getting more people jobs in our state will be my goal as director of the Department of Finance."

In September, Campbell was named by Schwarzenegger to his newly formed Council of Economic Advisors tasked with proposing ways to make the California economy more competitive in hopes of spurring job creation. The 16-member group includes academic luminaries and two Nobel Prize winners.

Campbell is at the mid-point in his five-year appointment as the Bank of America Dean of the Haas School of Business. An acting dean will be appointed to take the helm until his return.

"Tom Campbell has led the Haas School brilliantly. Losing his leadership, even for a short time, will be felt here," said UC Berkeley Chancellor Robert J. Birgeneau. "Part of the mission of a great university is public service, so we are pleased to loan Tom to the state where his keen understanding and expertise will benefit all Californians."

Prior to joining the Haas School in 2002, Campbell was a law professor at Stanford University for 19 years. In addition to his service as a U.S. congressman, he served as a state senator in 1993.

In response to scandals that rocked corporate America just as he was taking over the helm of the Haas School, Campbell launched a major expansion of the school's efforts in the area of corporate social responsibility and business ethics. A full-fledged Center for Responsible Business was developed under his leadership.

At the Haas School, Campbell said, "Our school's mission is to graduate students with the skills to make the most of the economic opportunities available in our country and our world and the values to share what they create."

The school is the second oldest business school in the country and currently enrolls more than 2,100 students in its undergraduate and graduate academic programs, as well as hundreds of senior managers in non-degree executive development programs.

Campbell's appointment as the state's finance director follows a distinguished tradition of UC Berkeley faculty and deans being tapped for key government positions in economics, business and law.

Most recently, Janet Yellen, the Eugene E. and Catherine M. Trefethen Professor of Business at the Haas School of Business and professor of economics, was appointed president and chief executive officer of the Federal Reserve Bank of San Francisco. Both Yellen and Laura Tyson, former Haas School dean, served as chair of the President's Council of Economic Advisors in the Clinton Administration.

A native of Chicago, Campbell earned his bachelor's and master's degrees in economics at the University of Chicago, and a law degree from Harvard University in 1976. He returned to the University of Chicago, earning a Ph.D. in economics there in 1980. His dissertation was the first quantitative measurement of discrimination against women in federal civil service employment.

Governor names ex-Congressman Tom Campbell finance director
By Tom Chorneau

Former Bay Area congressman Tom Campbell, left, smiles during a Capitol news conference where Gov. Arnold Schwarzenegger announced his appointment as the new Finance Director, Thursday.

SACRAMENTO – Tom Campbell, a former Bay Area congressman and dean of the business school at the University of California, Berkeley, was named Thursday as state director of finance by Gov. Arnold Schwarzenegger.

Campbell, who also served a term in the state senator in the mid-1990s, is considered a good fit with the moderate Schwarzenegger, although both told reporters at a Capitol press conference they have no plans to raise taxes to solve the state's fiscal problems.

"My advise to the governor is not to have any tax increase," Campbell said. "That's what will drive businesses out of our state. I want businesses to come back to our state."

Besides holding a Ph.D. in economics from the University of Chicago, Campbell has a law degree from Harvard. He was named dean of the Haas School of Business at UC Berkeley in 2002 after losing a bid for the U.S. Senate in 2000 against Democratic Sen. Dianne Feinstein.

Campbell has also been counseling Schwarzenegger on fiscal policies as a member of Schwarzenegger's Council of Economic Advisers.

From the longer AP version...

http://www.kansas.com/mld/kansas/business/10100161.htm

(snip)

Campbell has also been counseling Schwarzenegger on fiscal policies as a member of Schwarzenegger's Council of Economic Advisers.

Elected five times by voters in what was once one of the Bay Area's few Republican strongholds - Santa Clara County's 15th Congressional District - Campbell now takes on a daunting chore.

Although California's economy is slowly improving, state spending continues to outpace tax collections. Voters approved a $15 billion bond measure last spring that allowed the administration to refinance about $9 billion in short term loans, but the state faces a deficit in 2005-2006 estimated of up to $10 billion.

Neither Schwarzenegger nor Campbell gave any details about how they plan on solving the state's problems without new taxes, but the governor indicated that instead of cutting funding for major programs he will try to trim the rate of increase given for such services as education and health care.

"We are not going to spend less than we did last year," Schwarzenegger said. "We are going to spend more no matter how we put it, but in a disciplined way so that we don't spend more than the state takes in."

Like the governor, Campbell has a reputation for playing politics across party lines. In 1997, while in Congress, he angered fellow Republicans when he voted against Newt Gingrich for speaker; the same year disappointed Democrats by voting to impeach President Clinton for lying about the Monica Lewinsky affair.

Campbell replaces Donna Arduin in the position, who stepped down last month for personal reasons.

This guy is so bad. As a member of the House, he refused to vote for Gingrich in the closest vote we've had since taking over.

He is from the Jeffords wing of the RINO party. I hate to see his political corpse being resurrected again.

Yes he is a RINO! But, economically, the man is very shrewd and conservative. He knows numbers inside and out.

Now whether he is willing to cut some of the social programs is another matter!

I know Tom personally. He is a man of high integrity and intelligence, although I disagree with him on a number of issues.

This is a good appointment.

Campbell is a man with whom you can disagree on a matter of principle, but remains true to his own system of values. He is very smart, and has shown real commitment to his job as a Representative. Whether I disagree with him or not, he has my respect.

No, he is a liberal across the board.

This is simply not true. I have debated him on many an occasion. He is quite conservative on fiscal issues, although we differ by emphasis. He voted for the Gulf War, opposed Clinton in Kosovo, and voted for impeachment. As a congressman from Silicon Valley, that took guts.

Do you think Arnold is starting to feel the heat from the conservative base?

>>Who was on the list beside Campbell...

I don't know. The only name I ever saw in the media was Diane Cummins who was mentioned as a possible successor at the time Arduin resigned. She worked for John Burton and had previously worked in the Finance Department under Pete Wilson.

Dan, you have it wrong. I know Tom Campbell, personally and have debated him publicly. He is a man of intelligence and integrity. His National Taxpayers Union rating while in Congress was an "A". He opposes higher taxes and strongly argues for limited government. Although I disagree with him on a variety of issues having little to nothing to do with this appointment, selecting him as finance director was an excellent choice by Arnold.

Yes, this is one time I can praise Arnold without reservation. That it is so rare should tell you something.

I hope you're right. I looked a bit at his record and cringed. But those issues can conceivably be separated from his Finance role. If he can convince Arnie to REDUCE SPENDING, I will support him. Unfortunately, they seem to be focusing on selling off state land to supplement their spending habits. (note: Proposition 60A does not apply to surplus property initially purchased with "special fund moneys" which, if I am reading McClintock's analysis correctly, would exclude lands purchased by Caltrans, etc.)
