Put in place the NRST, and let everybody pay a fair share of taxes based on what they buy.
If those 48% have to start paying taxes, they will come around from the dark side quickly!
NRST isn't a bad idea, but it would require a constitutional Amendment, and this thread is about what President Bush can do, not what 3/4 of the state legislatures or a constitutional convention can do.
