What is the grey?

The grey area is the counties that have not finished reporting yet

I'm thinking the grey are areas that are having problems finalizing there counts. I'm sure someone will chime in if I'm mistaken. ;-)

The districts in blue and red are 100% reporting and have a difference of 5% or more. The gray areas don't fit those criteria.
