Based on the # of counties not in it looks like the number of provisionals could barely exceed the vote margin.

You are correct.
They do not even have to count them, and an automatic recount only comes with .25%. Blackwell could certify, but he will do it right - he'll not give them a reason to whine for 4 years.

I have noticed that since I posted this information, the Rosenberg media has turned more pessimistic about Kerry's chances, and have started using the word unrealistic in regards to Kerry's ungracious folly.
