I'd be a tad bit suspicious if 100% of the provisional ballots went to Kerry...
The point is whether they're actually counted at all or not.
Obviously less than 20% will even count and they'll probably split 50/50.
The official final spread is 136,221. To count the provisionals the number of provisionals must exceed the spread. It does not. 135,149 is 1072 votes short of the necessary threshold
