I'm going to say what I'm getting from this, and I'm no expert on this, so anyone jump in here.
Abu means father, so one of them seems to have a father named Ans, and the other one's father's name is Ilyas.
The al-Maghribi I think means they are both of Maghrib, and possibly cousins, at least tribesmen I suppose. I'm thinking here of all those of Saddam's kin whose names ended with al-Tikriti.
The link in 3923 speaks of Abu Ans al-Maghribi. The guy in the link in 3944 is Abu Ilyas al-Maghribi among other names. I think they are not the same.
