Ahem.  Wrong.

Sentence 1:  same proportion of youth as 2000

Sentence 2:  increased NUMBER of youth from 2000

Explanation:  1000 voters aged 18-24, 10,000 voters over 24 (in 2000) = 1 out of 10

                    2000 voters aged 18-24, 20,000 voters over 24 (in2004) still equals 1 out of 10.  SAME PROPORTION, MORE YOUTH.
