If the Cali vote brings Skerry over the top in the popular vote, and the electoral vote is tied at 269, will the House STILL vote for Bush (even if he doesn't win the popular vote)??? I know they legally could, but would they???

The Constitution says that each state delegation gets to cast one vote. This means that the state delegations that are majority Rep will vote for Bush.

I have to say something here. Gore DID NOT win the popular vote last time! Nobody knows who won it. There were LOADS of absentee ballots that weren't counted nationwide because they did not eclipse the margins. Don't EVER say that Gore won the popular vote. I suspect that he really didn't!
