A previously registered voter can "vouch" that someone with no ID is a resident in the precinct. The stranger can then vote.

And where the H**L is that little charade legal?

MINNESOTA for sure. It used to be one person could vouch for an UNLIMITED number of unregistereds, but it's been cut back to 5 or 6. Maybe one of the reasons Minnesota is going Republican - less cheating allowed, although plenty still goes on.
