I posted it earlier - John King on CNN is saying that Rove is on the phone to these 3 states to try and close one of them out, but cannot, and hence the motorcade with Bush is not moving to the speech location.

we heard about this speech 90 minutes ago, and nothing has happened. something fishy is going on.
