What is going on in New Mexico?

An hour ago Bush was ahead with 103% of the vote in and a 30000 vote lead. Now he is less than 2000 and the precinct vote coming in at 99%, 4 percent less. Somebody needs to explain this as it has been all of the sites who have been reporting this discrepancy. Did Bill Richardson machine simply add in some phony ballots. Please don't tell me this is happening?

Richardson blatantly came out and said he found more votes about the time NM was reporting 101-103% of precincts reporting.
