First time voters who couldn't show ID will vote provision and have the vote counted.
If the county election office made a mistake and a voter wasn't on the rolls in the precinct in which the provisional vote is cast, it will count.
If someone showed up to vote, filled out a provisional ballot and there is no record of them having been registered, that vote isn't counted.
If they showed up in the wrong precinct the vote isn't supoose to count.
One would have to assume county election offices made massive mistakes for thousands of provisional ballots to turn out to be legitimate.
But those ballots are now under the control of county boards so who knows.
No, they are provisional. The actual count of them reported on NBC is 95,000+. Bush leads by 144,000. At the moment for Kerry to have a chance with these numbers, requires Bush to turn in some votes.
