You're talking abstract, I'm talking concrete: The states, on their own volition, took it upon themselves to create a new federal government under a new Constitution; states delegated certain limited powers to the federal government they created; states ratified the U.S.C.; states amend it. The federal government is a creation of the states, which in turn theoretically represent we the people.
