He just put up a graphic with Bush up by 16% with 20% reporting in, and nonchalantly said that they couldn't call the state yet. Right before that, he and Russert were going on and on about how much of a shock it must be for the Pubbies that VA still can't be called.
It's a tactic to dispirit.
