If the lawyer is not licensed to practice in Wisconsin, he is breaking the law!
He should be reported to the ABA.

No, not the ABA they have no power over lawyers. Report to the
Wisconsin Supreme Court Office of Lawyer Regulation
and the
Attorney Registration and Disciplinary Commission of the Supreme Court of Illinois
