I'm assuming their procedures are about the same as those here in CO, for opening up the polls. First thing you do after turning on the machine is to do a "report" on current contents, and it should be zero. If not, call the election supervisor, etc....

Sounds like that's what happened here.

My guess: this machine was either never cleared from the last time it was used, or it was used for demo purposes.

No big deal, IOW, and probably not evidence of fraud.
