UPDATE: VOTES 'FOUND ON MACHINES' IN PHILLY BEFORE POLLS OPEN

Before voting even began in Philadelphia -- Republican poll watchers believed they found nearly 2000 votes already planted on machines scattered in heavy-minority locations throughout the city.

Republican poll watchers claim:

One incident occurred at the SALVATION ARMY, 2601 N. 11th St., Philadelphia, Pa: Ward 37, division 8.

Pollwatchers uncovered 4 machines with planted votes; one with over 200 and one with nearly 500...

A second location, 1901 W. Girard Ave., Berean Institute, Philadelphia, Pa, had 300+ votes already on 2 machines at start of day.

ANOTHER INCIDENT: 292 votes on machine at start of day; WARD/DIVISION: 7/7: ADDRESS: 122 W. Erie Ave., Roberto Clemente School, Philadelphia, Pa..

ANOTHER: 456 votes on machine at start of day; WARD/DIVISION: 12/3; ADDRESS: 5657 Chew Ave., storefront, Philadelphia, Pa...

The Kerry Campaign says reports of votes already on machines are 'false.'

"Serious news will not appear first on the DRUDGE gossip website," senior Kerry adviser Joe Lockhart told reporters.

Officially, election officials explain the discrepancy is being caused by a number showing how many times various machines have been used.

But officials could not explain why used machines in other locations were reportedly 'clean.'

Elsewhere, a gun was purposely made visible to scare poll watchers at Ward 30, division 11, at 905 S. 20th St., Grand Court. Police were called and quickly surrounded the location...

They mayor of Philly said there was no fraud then said that Kerry would win.

OK, now we know he's in on the fraud.

That may be exactly how they are supposed to work:

When the polls are first opened for an election, the DRE EVM electronically sets all counter storage tables to zero (0) votes. Voter selections are directly recorded into the DRE EVM results memory tables. There are five (5) separate tables for recording vote totals, updated each time a voter casts a ballot. Three of the tables are internal to the DRE EVM. These tables are stored in separate Random Access Memory (RAM) integrated circuit chips.

Once a voter has made a selection on the ballot, this choice-set is held in non-volatile RAM until the final step of casting a ballot. The voter may change selections at anytime until the voter presses the VOTE button, casting a ballot. Once a ballot is cast, the 5 separate RAM tables are updated. Upon closing of the polls, a sixth table verifies the other five.

The RAM memory requires constant application of power to retain data. The EVM contains an internal, 10-year life, lithium battery cell that provides constant power to the machine CPU even when the machine is turned off. The results are maintained even in the event of a catastrophic machine failure.

The other two counter storage tables are contained in the memory cartridge, stored in Read Only Memory in an integrated circuit. This memory retains information even when electrical power is removed; it can only be erased electronically..."

Not only did Mayor Street say "No Fraud" he did a wonderful reverse/somersault and accused the people reporting the story of trying to taint the honest results (as if). Projected strong Kerry support from Philly. Gee, I guess he doesn't need the electorate to know that if he controls the machines.

Welllll...you get sort of used to the lingering show. She does make it thrilling. You just have to keep your eye on the ball, so to speak.

The way I am reading that link is that once you open the machine for the election it automatically resets to zero, but I did not find any indication of a "History counter". Why would there be one?

Let me get one thing straight here. Someone help me out. If the mayor is claiming these are lifetime votes then they should not match up with the Kerry/edwards ticket in any shape or fashion.... right or wrong?
