Didn't they have more new voters registered than people who even lived there? (Philly)

Yes they did.
And in 2000, per the 2000 census, Philly had more votes than residents over 18. (NOTE: not citizens)

Philly ALSO had a 98% turnout of registered voters...My husband is a statistician...that is absolutely IMPOSSIBLE statistically, unless fraud has occurred
