I watched a friend's 17 year old boy (who's sight is impaired) take down a clay pigeon at about 75 yards with a .22!

Isn't shooting any rifle (even a .22) into the air dangerous to anyone within a few miles?

umm, not on your own land which happens to be on a rural mountain, when local laws say you can't hunt within 500 feet of a dwelling.
