My best hypothesis is that the IRS investigation of the NAACP was not in any manner directed by the Bush administration. It's more likely that some mid or low-level bureaucrat leaked news of an investigation, out of fear that President Bush would do better than in 2000 with black voters. I wouldn't be surprised if the whole was done in collusion with that rabid Republican-hater Julian Bond. I don't ususally don a tin-foil hat, but I am with regard this alleged investigation.
Fair Tax. Eliminates the IRS/IRC altogether...the IRS is NOT a GOP-friendly machine. Solid hypothesis w/regards to the timing and motives for the leak...
