This was not always the case. But Arafat systematically murdered (or forced them to shut up or flee) all moderate voices in the Palestinian community. Remember those masked me who used to (and still do) yank Palestinians out of their homes or shops, drag them through the streets, and publicly execute them for "collaborating with the Zionist enemy." I have even read reports where the PLO randomly kills Palestinians as a warning to anyone who might be thinking of deviating from the party line.
