You're right. It seems Kuwait has a very centralized power grid that is not at all redundant. It has to be a -huge- bother to shutdown and restart a refinery without doing any damage or losing significant output.
Most of our domestic power generation has few backups. A large regional outage makes it very difficult to restore power in a timely fashion.
Go to Google and type "Dark Start". You may never take off your tinfoil hat again!
